It is very unhealthy and you should place them in seperate rooms at night. You can not control everything they do, but i certainly would not tell them to go for it. I would sit down with them and explain what is happening. It is known as frottage, similar to a guy rubbing against a woman to the point of o****m, no pregnancy, and no STD's. They might grow out of it, as for STD's if they all they do is rub on skin, the skin will protect them unless there are cuts the s***n gets in.
